There are two Justices in the Town of Orangetown. One justice is elected every two years for a four-year term. The Clerk of the Court is Maureen McGrath, assisted by an Assistant Court Clerk, three full-time and one part-time clerk. The Justice Court has general jurisdiction over criminal, civil, and vehicle and traffic within the Town. Civil jurisdiction is limited to matters up to $3,000 where the Plaintiff or Defendant lives, has a place of business or works in Orangetown and the other party may be served in the County of Rockland. There is a Small Claims part of the Court with jurisdiction up to $3,000. However, jurisdiction is based upon the Defendant living, working or maintaining a place of business in Orangetown.
The Honorable Richard C. Finning is a graduate of Fordham University’s School of Law. Judge Finning has practiced law for over 20 years and is active in community affairs. He has served in the following capacities: Trustee of the Orangeburg Library, First Vice President of the Blauvelt Lions Club, Coach of the OMM Soccer League, and a member of the South Orangetown Rotary Club.
The Honorable Patrick J. Loftus graduated from the College of the Holy Cross in 1987 and Washington and Lee University School of Law in 1990. Previously, Judge Loftus had served as a Senior Assistant District Attorney for Rockland County and a Deputy Town Attorney for the Town of Orangetown.
Traffic violations may be paid from 9:00 AM to 4:00 PM Monday through Friday at the Justice Court, located in Town Hall on 26 Orangeburg Road, New York, or through the mail.

From the North: take the NYS Thruway I-87 to the Palisades Interstate Parkway (Exit 13S) then follow directions above.
From the South to the Tappan Zee Bridge: take the NYS Thruway I-87 north to the Palisades Interstate Parkway (Exit 13S) then follow directions above.
